Joint Inspection Report prepared by Advisor to the Supreme Court Commissioners

In the light of the Supreme Court order, dated 07th January 2011, joint inquiry team comprising the government officials and representatives of Bihar Advisor to the Supreme Court Commissioners inspected 25 homeless shelters in 5 cities.

The needy poor were not aware about homeless shelters because administration had not done sufficient publicity.

Findings of the enquiry team disclose that all the centres were furnished just a few days before start of the inquiry  White washing was done recently & new blankets and bed sheets were found. In most of the homeless shelters basic amenities like toilets, drinking water facility & cleanliness were not found. All shelters lack community kitchen, registration facilities, security, alternative lighting facility during non-availability of electricity and mosquito repellants. There was no separate shelter for destitute, women and children.
